HEERF Reporting
The following information is posted in accordance with Section 18004(e) of the CARES Act.
- LSCPA has developed an online application, Application for COVID-19 Emergency Aid,
that allows students to apply for the CARES Act funded financial aid allocation.
- Students must submit a completed application to be considered.
- Applications will become available by May 1, 2020 and run through May 15, 2020. Awards will be issued no later than May 31, 2020.
- Students will be notified via LSCPA student email of their award status.
- Students who have direct deposit information on file will be paid via direct deposit.
- Checks will be mailed to all students who do not choose a direct deposit option.
- Lamar State College Port Arthur (LSCPA) has signed and returned to the Department of Education, the Certification and Agreement statement. LSCPA will use no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.
- LSCPA has received $528,342 from the Department of Education pursuant to the institution’s Certification and Agreement for Emergency Financial Aid Grants to Students.
- The total amount of Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) of the CARES Act as of May 24, 2020 is $533,000. The Institutional portion of from the CARES Act will fund the additional $4,658 in Emergency Financial Aid Grants. Total award amounts will be updated every 45 days.
- An estimated 1,057 students at LSCPA are potentially eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act.
- The total number of students who have received an Emergency Financial Aid Grant to students under Section 18004(a)(1) of the CARES Act is 533.
- The method used by LSCPA to determine which students receive Emergency Financial Aid
Grants and how much they would receive under Section 18004(a)(1) of the CARES Act
is based on the following:
- Distribution of emergency aid funds will be considered for LSCPA students that:
- Have incurred expenses related to the disruption of campus activities due to COVID-19;
- Are enrolled in LSCPA during the Spring 2020 Semester in a face-to-face class, a face-to-face lab, a combination of face-to-face and online, or clinical courses;
- Have filed a Free Application for Federal Student Aid (FAFSA);
- Did not file a FAFSA but is eligible if they:
- Are a U.S. citizen or eligible non-citizen (i.e., eligible to receive federal Title IV aid).
- Are (or have been) enrolled in a degree-seeking associate or certificate program for Spring 2020.
- Are not enrolled exclusively in online courses for the spring semester on or prior to March 13, 2020.
- Meet Satisfactory Academic Progress requirements.
- Are not be in default on a federal student loan or owe an overpayment on any federal grant.
- Have a high school diploma, GED, or completion of high school in an approved homeschool setting.
- Have a valid Social Security number.
- Are registered with Selective Service (if required).
- Are not have a federal or state conviction for drug possession or sale.
- Complete a FAFSA so college can determine eligibility.
- Did not file a FAFSA but is eligible if they:
- International students, high school dual credit students, and incarcerated students are not eligible for CARES funding.
- COVID-19 Emergency Aid Amounts
- Awards will be issued on first come first serve basis.
- The estimated minimum award amount is $500 and will be determined based on application volume.
- An estimated maximum award of $500 will result in approximately 1,057 students receiving assistance.

- Lamar State College Port Arthur (LSCPA) has developed an online application, that
allows students to apply for HEERF grant funds, to be used for financial aid, in an
effort to recover losses directly associated with COVID-19.
- Students must submit a completed application to be considered.
- Students will be notified via LSCPA student email of their award status.
- Students who have direct deposit information on file will be paid via direct deposit.
- Checks will be mailed to all students who do not choose a direct deposit option.
- LSCPA has also developed procedures to recover loss institutional revenue directly associated with COVID-19.
- LSCPA has signed and returned to the Department of Education, the Certification of Agreement statement.
- LSCPA has received $66,939 from the Department of Education pursuant to the institution’s Certification of Agreement.

HEERF II and III Posting Requirements:

Lamar State College Port Arthur has received the following funding from the CRRSAA and ARP (a)(1) Student Grant Programs:
- $528,342.00 in CRRSAA Student Grants
- $2,492,689.00 in ARP Student Grants
As of June 30, 2021, $528,342.00 in CRRSAA grants has been distributed to 591 students.
As of October 28, 2021, $1,375,408.00 in ARP grants has been distributed to 1,457
students.
On February 22, 2022, $1,372,800.00 in ARP grants were distributed to 1,320 students.
